Because of the high volume of applicants that are currently on our waiting list, we do not anticipate that we will be able to open the Section 8 waiting list for some time. However, the opening of the waiting list is always announced on our website at www.mhacy.com, and in the local Yonkers newspapers, so you can always check there.
Rents are determined by “rent reasonable” criteria. That means that the rent for a unit proposed for Section 8/Housing Choice Voucher assistance will be compared to the rent charged for comparable units in the same market area.
At a Section 8 Briefing applicants and participants are given a compressive explanation of how the Section 8/Housing Choice Voucher Program works.

MHACY’s public housing tenants were transferred into the Project Based Section 8 program when their development was rehabilitated under HUD’s Rental Assistance Demonstration (“RAD”) project. After residents (in good standing) have participated in the Project Based Section 8 program for one year, they may request a Housing Choice Voucher which they may use to relocate. Participants in the RAD program will be given the next available voucher to relocate.
RAD was established by the U.S. Department of Housing and Urban Development (HUD) in 2011 as an affordable housing preservation and improvement strategy for Public Housing Authorities because Congress has not provided adequate funding for repairs and improvements for many years. The program allows housing authorities to work with private-sector developers and managers to preserve their affordable housing stock.
RAD has allowed MHACY to leverage public and private debt and equity to reinvest in housing portfolio and make much needed repairs. MHACY has retained control, and will continue to manage the properties.
There are other organizations in Yonkers that provide affordable housing, and Westchester County lists many of them on its website at http://homes.westchestergov.com/fair-and-affordable-rentals-tenants. New York State also provides an online affordable housing locator service at http://www.nyshcr.org/RentalHousing-renters.htm.
Under RAD, public housing tenants were transferred into the Project Based Section 8 program. They continue to pay 30 percent of their income toward rent, and they retain the same basic rights they previously had in the public housing program.
In RAD, the units moved from a Public Housing program to a Section 8 platform with a long-term contract that by law must be renewed. This will ensure that the units remain permanently affordable to low-income households.
